North Park Multipurpose Clubroom Development

The community is invited to stay informed on the progress of the North Park Multipurpose Clubroom Project.  

North Park currently provides a great opportunity for organised and casual community participation throughout the reserve for many individuals and groups.

There has been significant consultation and specific projects undertaken in recent years since a tour of neighbouring developments in Moyston, Beaufort and Rupanyup in November 2010 to the completion of a master plan in 2011. Outcomes of the master plan have been completed with projects exceeding $1M such as a state of the art synthetic athletics track, upgraded netball courts, tennis court lighting with synthetic surfaces, sports oval lighting, upgraded cricket training nets, flood mitigation ponds, walking paths and associated landscaping.

This clubroom project is now due for construction of a multipurpose facility that will contain multi-sport female friendly and unisex change rooms, public amenities and social space.

In January 2018 council formed the Stawell Recreation Advisory Group to provide participation in higher level projects around reserves such as North Park and Central Park and since May’s announcement of funding from the State Government, has provided significant input into the first stage of concept design for the new clubroom facility.

This project has progressed to construction stage commencing January 2020 with completion estimated to be December 2020.

Overview

In May 2018 Member for Western Victoria Jaala Pulford and Ripon Labor candidate, Sarah de Santis handed the cheque over to members and sponsors of Swifts Football Netball Club, the primary user of North Park.

The Stawell Recreation Advisory Group has been heavily involved in the consultation and decision-making process of how to best use the funding allocated and the continued progress of the project from idea, design and construction.

The upgrade project will total in excess of $4.2 million. $700,000 has been committed by the State Government, $500,000 from Sport Australia, over $2.85 million from the Northern Grampians Shire Council and $150,000 from CKS Swifts Football Netball Club.

How will the construction impact on existing sports and use of the reserve?

Minimal impact is expected. The site chosen will be where the existing public toilet block is located (between netball courts, main oval and athletics track) therefore the current change rooms will remain in place for use. Construction fencing will be erected around the site for safety.

Will temporary toilets be put in place during the project?

Yes. council will install temporary toilets during the construction phase.

How long will the construction take?

Construction will start in January 2020 with completion by December 2020.

What is the total cost?

Council is in the process of developing a cost structure and the total project cost is expected to be around $4.2M.

Who is paying for it?

$700,000 has been committed by the State Government, $500,000 from Sport Australia, $2.8M from the Northern Grampians Shire Council and $150,000 from Swifts Football Netball Club. Council continues to source funds to assist the project investment such as grants, internal services and loans.

Will the new building have cost-saving devices for future sustainability?

Yes. The construction will utilise the best available products to reduce energy use and costs. Solar panels will be considered as a part of the project development.

Will other buildings be demolished to make way for this project and what it will provide?

No other buildings are planned to be removed during this project. Once the project is complete then the existing clubroom will be removed by council in a planned approach.
