Arts and Culture Policy and Strategy: Creative Connected Communities

Council is excited to present for community comment, the new Arts and Culture Policy 2020 and the Arts and Culture Strategy 2020-24.

This work aims to achieve the council objectives which are:

-to enhance lifestyle and community through an increased opportunity to participate in the arts
-to boost economic growth through raising the profile of local art and artists

Northern Grampians Shire Council Tourism Signage Strategy

The aim of this project is to develop a Northern Grampians Tourism Signage Strategy to guide the development of consistent and relevant signage across the region that leverages key visitor economy strengths, captures the high traffic flow from major arterial roads and
encourages visitor dispersal across the region.

Community Care Review

We have initiated an independent review into our community care services and are keen to hear from community care service users, families, carers and other interested parties.

Stuart Mill Community Plan

The Stuart Mill Community Plan is in the development phase. Once the plan is completed it will outline activities and actions to guide the direction for community-led initiatives, alignment to the council's strategic plans, and guide vision-making for infrastructure, community programs, and service delivery until June 2025.

North Park Master Plan

The North Park Master Plan will identify the vision and aspirations of the local sporting clubs and community to ensure the North Park precinct is suitable to be used as a multi-sport facility and caters for the needs of the local sporting clubs and the community.

Multicultural Action Plan

The NGSC is developing a Multicultural Action Plan (MAP) that wants to provide a positive place for people of all cultures, backgrounds, and faiths and it aligns with the Multicultural Victoria Act 2011 which recognises and values multiculturalism.

Marnoo Flood Study

This project will map flooding throughout the Marnoo township to inform design and infrastructure needs to manage water flows into the future.

Enabling Public Art 2023

Council is reviewing the Arts and Culture Policy 2020-24 and the Public Art Guidelines 2023 to encourage more public art across the shire. We are proposing changes to the Arts and Culture Grant Guidelines to reflect the new Public Art Guidelines.

Community Satisfaction Survey 2021

The 2021 Local Government Community Satisfaction Survey was coordinated by Department of Jobs, Precincts and Regions and conducted by independent researcher JWS Research.

St Arnaud Flood Study

Bulgana Green Power Hub (BGPH)

Stay up to date with the progress of the Nectar Farms and Bulgana Wind Farm projects, also known as the Bulgana Green Power Hub.

Great Western Oval Lighting Upgrade

Financial Plan 2021-31

The Financial Plan reports what council is projecting to spend over the course of the next ten years in order to continue to deliver services, maintain and renew existing assets as well as build new infrastructure. It provides a financial view of the next 10 years for council of:
• what we will do
• how much it may cost
• how we will fund it

Central Park Pavilion Upgrade

Central Park is a major sporting hub for the region, supporting clubs such as the Stawell Football Netball Club, Stawell 13 and Under Football Association, the Stawell Athletic Club and Auskick.

The pavilion redevelopment will allow for an increase in training, development programs and competitions and place Central Park in a position to attract and host more major events.

Stawell Sports & Aquatic Centre Redevelopment

The much loved Stawell Sports & Aquatic Centre (previously the Stawell Leisure Centre) was opened in 1986. To ensure the facility continues to serve the community well into the future, Northern Grampians Shire Council is committed to investigating upgrades to the centre. The redevelopment will be conducted in several stages, beginning with the SSAC Feasibility and Master plan project in 2020.

Arts and Culture Action Plan 2022-24

The Arts and Culture Action Plan 2022-24 seeks to develop, in partnership with the community, an action plan for the next two years to build vibrant and connected communities through arts and culture.

Library Strategy

Libraries have always been at the heart of the communities they serve and are an essential part of creating and maintaining an educated and literate population. The NGSC Library Service is a key community asset and one of the most actively used council services, with a current membership of 3,365.

Northern Grampians Shire Council electoral structure review

The Minister for Local Government has announced that Northern Grampians Shire Council will adopt a new multi-councillor ward structure, effective ahead of the 2024 local government general elections in October this year.

Skate Park Redevelopment

The Stawell Skate Park redevelopment was completed in August 2023.

Modernising the Stawell Library

In April 2021, Northern Grampians Shire Council received $640,000 in funding through the Victorian Government’s Living Libraries Infrastructure Fund to refurbish the Stawell Library.

Youth Strategy

Northern Grampians Shire Council is developing a Youth Strategy. The Strategy will provide overall direction for Council and its work with young people into the future.

Naming of Stawell and Halls Gap Pop Up Parks

Entries have now closed for the naming of the Stawell and Halls Gap temporary pop up parks. Thank you to all those who submitted their ideas. The lucky winner with the best naming suggestion will collect a $200 hospitality voucher. The winner/s will be named shortly.

NGSC Economic and Community Futures Expo - St Arnaud

This expo is one-stop shop opportunity for St Arnaud community to meet with council staff and have their say on a host of Economic and Community Futures projects and plans for St Arnaud.

Domestic Wastewater Management Plan

A Domestic Wastewater Management Plan is a requirement under the provisions of the State Environment Protection Policy (Waters of Victoria) and enables council to effectively manage the risks associated with domestic wastewater across the shire.

A revised version of the DWMP is available on this page to download as part of a community feedback period, which is open until 28 January 2022.

Asset Plan 2022-32

Revenue and Rating Plan 2022-23

Northern Grampians Shire Council is revising its Revenue and Rating Plan in response to the concerns raised by ratepayers last year. Council is seeking comment from the community at in-person information sessions and via survey in the lead-up to the update of the Revenue and Rating Plan 2022-23.

Northern Grampians Shire Council is conducting a 10 year General Local Law review, a mandatory legislative requirement.

Asset Plan

An Asset Plan contains information about maintenance, renewal, acquisition, expansion, upgrade, disposal and decommissioning in relation to each class of infrastructure asset under the control of the council over a period of at least the next 10 years.

Place Naming - Lord Nelson Park Community Sports Centre

In accordance with the guidelines contained in the Geographic Place Names Act 1998, Council at its meeting on 15 August resolved to give public notice that Lord Nelson Park Community Sports Centre is the preferred name for the new facility at Lord Nelson Park, Dunstan Street, St Arnaud.

The aim of this project is to develop a distinct identity for Stawell, value propositions, and an authentic and compelling brand story. By developing these, the individual qualities of the town and its surrounds will provide visitors and locals with the awareness and inspiration to appreciate, celebrate, and build upon the unique tourism value that Stawell has to offer.

St Arnaud Place Branding

St Arnaud Township Framework Plan

We are close to finalising the St Arnaud Township Framework Plan, a document that will guide the future development of the township and identify key areas of change. Comprehensive community and stakeholder engagement, background research and technical reports will inform the framework.

Budget 2023-24

At the Scheduled Council Meeting held on Monday 26 June 2023, Council adopted its Budget 2023-24 in accordance with section 94 of the Local Government Act 2020.

Revised Council Plan 2021-25

At the Scheduled Council Meeting held on Monday 26 June 2023, Council resolved to adopt its Revised Council Plan 2021-25 in accordance with section 94 of the Local Government Act 2020.

Sport and Active Recreation Strategy

The NGSC Sport and Active Recreation Strategy 2023-33 is all about the who and how different spaces are used for sport and active recreation and what is needed over the next ten years to support their use. The strategy informs the plan of how the council will need to develop these spaces over the next ten years to meet the community's needs for sport and active recreation.

Open Space Strategy and Active Transport Plan

The NGSC Open Space Strategy and Active Transport Plan 2023-33 is about the where and how different open spaces are and how the community get to them, and what is needed over the next ten years to support the size, number and ways to get to these open spaces.

Road Naming - Maddocks Road

At the 4 February 2024 Council Meeting, Council formally named the unnamed road off Horsham Road and Grampians Road, Stawell as Maddocks Road.

The naming of this road was needed due to requirements for council to maintain the road.

Memorial Park Landscape Plan

Northern Grampians Shire Council has partnered with the Great Western Future Committee to prepare a landscape master plan for Memorial Park.

Proposed Budget 2024-25

At the Scheduled Council Meeting held on Monday, 24 June 2024, Council adopted the Budget 2024-25 in accordance with section 94 of the Local Government Act 2020.

Revised Council Plan 2021-25

At the Scheduled Council Meeting held on Monday, 24 June 2024, Council adopted the revised Council Plan 2021-24.

Review of Dog Off Leash Areas and Cat Control

Council is committed to review the areas specified as ‘dog off leash’ within the shire and under the control of the council as determined by legislation.

Halls Gap Community Preparedness and Resilience Project

Safer Together has provided us with funding to undertake a series of capacity building activities as part of our Halls Gap Community Preparedness and Resilience Project to further enhance community emergency preparedness and resilience.

This will allow us to conduct research, facilitate workshops, technology and community led collaboration within an emergency space which affects us all each year.
